Its in in 1.5 but very different.
What you descripe would cost to many loading time.
Ive made it a bit simpler but more flexible, you can simply set a role for each resource and each administration page.

Suggestions from my side:

Assume that we have an option for managing Multiple Branches for same hotel.

We can solve by the following way.

1.Create an option for Resource category.

2.We Can Treat that category as the Branch.

3.Providing user credential for a particular user to manage only a Particular category (branch).
